Al-Sa'di: Allah is described as رَبّ (Lord/Sustainer) of all people — not just believers. He sustains and governs all humanity.Seeking refuge in the Sustainer of all people means turning to the One who holds every human soul in His hand.

Ibn Kathir: the Quran ends with two surahs of refuge. After all the knowledge, commands, and stories — the final message is: hold onto Allah. Seek His protection. The world has real dangers — and He is your only real shield.

Al-Sa'di: Al-Falaq seeks refuge from physical/external harm. An-Nas seeks refuge from spiritual/internal harm — the whisper. Together they cover the complete human condition: body and soul, seen and unseen enemies.
