Why Repeat Mercy?
Al-Sa'di: after رَبِّ الْعَالَمِينَ (Lord of all worlds) — which establishes Allah's absolute power and dominion — the repetition of mercy immediately reassures. Yes, He is the Lord of everything. And He is the Most Merciful. Both are true simultaneously.

The Womb Connection
Ibn Kathir narrates: the Prophet said Allah said 'I am الرَّحْمَن, and I created the رَحِم (womb), and I named it after Myself.' The bond between mother and child is a reflection of Allah's mercy for His creation.

Al-Sa'di: verse 2 shows Allah's greatness (Lord of all worlds). Verse 3 shows His mercy. The combination teaches: true greatness is not power alone — it is power with mercy.Allah has both in perfection.
